WPF exe with umlauts in filename won't start

Since a recent windows update happened, WPF projects with an umlaut in the exe filename like 'äöü' won't start anymore.

To reproduce take any WPF exe and add 'ä' to the filename. It won't run anymore. Or create a new WPF project with an umlaut ('ä') in the project name and it also won't run. The go to the 'Debug' folder and remove the 'ä' from the exe filename. Just the exe, not the dll or any other file. It runs just fine. For example 'Tuer.exe' with 'Tür.dll' runs just fine.
