System.Windows.Media.Imaging 'Cannot write to the stream'

I have a TIF file which measures 28" wide by 170" high at 400dpi with CCITT4 compression. It was created using classes/functions in the System.Windows.Media.Imaging namespace. I'm trying to rotate it by 90 degrees and save the resulting image. The encoder seems to write for a while, then gives the error 'Cannot write to the stream'. It does this for memory stream or file stream. I'm running VS2017 and I have a subscription through my employer, but it is not at all obvious how I would open a support case with Microsoft. It would be helpful to have a link like that in VS. Anyway, the image is of our company's IP so I can't just randomly post the image. Other images seem to have the same problem.
