Description
[`IWICDevelopRaw`](https://docs.microsoft.com/en-us/windows/win32/api/wincodec/nn-wincodec-iwicdevelopraw) seems to have been around since XP SP2, suggesting that the lack of its equivalent in WPF has been a deliberate decision in the early days. Are there any architectural reasons why this feature has been left out?
