If you listen to the `Loaded` event of any element inside the content of a tab item, the loaded event is being fired twice, once upon creation and once when the tab item is being selected, without an unloaded event in between.

This Problem was already reported, I want to re-report as a new problem, as suggested by the close message: https://developercommunity.visualstudio.com/content/problem/267062/wpf-element-loaded-event-firing-twice-without-unlo.html
