Make the SplashScreen support Gif and custom image

Description
We may use SplashScreen to show the advertisement. But the SplashScreen only support the Resource Image that we can not show the image download from the internet in SplashScreen.
And the dynamic images make it easier to engage users that we want to show the gif in SplashScreen.
