Feature request: dotnet new wpfcontrollib 3.0.0 Preview 1

I was able to create a control lib using dotnet new classlib, however this project lacks some attributes for wpf to bind to it properly. + at this stage it seems the targetframework has to be locked to .net461+ in order to reference PresentationCore and other relevant assemblies.

Ideally that option should exist before netcore 3 is RTM
