Application resource dictionary can become a theme dictionary and cause crashes

### Description

It's possible to get `Application.Resources` initialized while system resources are parsing and subsequently mark it as a theme dictionary. Any dictionary merged into `Application.Resources` will automatically become a theme dictionary. This can cause wrong resources being cached into `SystemResources`. It can even lead to crashes with `NullReferenceException` in certain situations

### Reproduction Steps

Run the project from https://github.com/xj-ms/WpfWrongThemeDictionary. There's a debug assertion confirming the application resource dictionary has become a theme dictionary. Click the button to trigger a NullReferenceException

### Expected behavior

The application resource dictionary should not become a theme dictionary, and it should not crash because of uninitialized theme style fields.

### Actual behavior

It crashes with the following stack:
