[DRT] Evaluate need for Deployments mechanism

During porting of independent tests we removed the Deployments property from the Test infos, the Deployments values are used to group tests together, so removing them has the consequence of tests being grouped incorrectly which can result in tests being ignored. The mechanisms has been restored but then brought GAC issues, all the GAC functionality was commented, but we should evaluate how much we actually need the Deployments mechanism.
