Add publishing of Android, iOS, and Maui workloads to the workloads feed (dotnet-workloads)

- This should be triggered by the Publish To AzDo check and be part of the same publish pipeline
- This should only apply to maui, Android, and iOS workloads
- We'll want a download-workloads-nugets.ps1 that's similar to the download-workloads.ps1 but it's looking for .nupkg files from those three repos
- It should only download those artifacts if the publish to azdo check is checked
- The publish should ignore failures as we will often have already published the packages to that feed
- We should NOT publish to nuget.org though that may be a future addition
