Unknown error occurred while invoking the service metadata component. Failed to generate service reference.

Using "WCFWeb Service Reference Provider" succeeds on one host and fails on the other for the same wsdl file.
The only output I can see in Visual Studio 2019 output console is the following:
Error : An unknown error occurred while invoking the service metadata component. Failed to generate service reference.

Can I perhaps collect some more meaningful debug log ?

Environment:
Windows 10 1809
VS 2019 Professional [v16.9.2]
.Net Core 3.1 class library project

The "WCFWeb Service Reference Provider" component is the one shipped with VS default installation, I hope this is the same topic/repo.
