Add BinSkim to official builds.

BinSkim is an automated security tool that can be added to the official WCF builds.

It will runautomatically by adding `-ArtifactToolsList @("binskim")` to [azure-pipelines-arcade.yml](https://github.com/dotnet/wcf/blob/master/azure-pipelines-arcade.yml#L289)
