Add `acquire` `sdk` mode support that works outside of the .edu bundle

This tracks work as an ask from @haileymck and @JakeRadMSFT.

The current implementation is out of date and only supported the education bundle which got deprecated. I never removed the code in case we needed it again, and it is not too different from the runtime logic, but it needs some massaging and also needs to be added to the .net install tool, as it currently only lives in a deprecated SDK education bundle extension.
