Downloads but does not install latest update asp.net v9

### Describe the bug.

I'm using VS Code on a MacBook Air. The extension downloads the update but then states that the extension host has reset multiple times. Also causes some erratic behavior with the editor.

### Reproduction Steps

Update the .NET Install tool

### Expected Behavior

The extension and all associated extensions should update successfully.
