Consider automatically gathering a network trace when users trigger the 'report a problem' command

See https://github.com/dotnet/vscode-csharp/issues/6004#issuecomment-1664760326 for more details, but while investigating the CDN issues these are the instructions that we were asked to gather from impacted users. Can we include that suggestion in the issue template, or perhaps do some portion of this ourselves automatically when the user triggers the 'create issue' command?
