.NET Acquisition Failed

Hi,

Recently the `.NET Install Tool for Extension Authors` extension seems to be going into an infinite loop, it keeps trying to download the .NET Runtime and keeps failing, even though I don't have a .NET related project open.

Failed to download .NET 7.0.9:
.NET installation timed out.

Error!
.NET Acquisition Failed: Installation failed: Error: .NET installation timed out.
```

I am very troubled by this, can you help me?
