Request: New release of FrameworkServices

I would like to request a new release of `Microsoft.AspNetCore.SystemWebAdapters.FrameworkServices`. The previous version was released over 6 months ago, making this a reasonable time frame to create another release.

Unfortunately, I am still dealing with bugs in that version. Specifically, the fix for #665 is still not released. My current work around involves reflection to access internal functions, but this is not scalable.

Check how the previous release was produced and whether the referenced fix is included; done means preparing a new package release containing that fix and confirming the workaround is no longer needed.
