spark-submit' is not recognized as an internal or external command error

Problem encountered on https://dotnet.microsoft.com/learn/data/spark-tutorial/install-spark
Operating System: windows 10

I went all steps of this tutorial and get this error when i open a new command prompt and run the following command:
spark-submit --version

'spark-submit' is not recognized as an internal or external command,
operable program or batch file.
