[FEATURE REQUEST]: Docker images for runtime, interactive and dev

This request/issue is used to track higher-level activities related to the docker images.

The plan is to provide three different kinds of docker images.

* runtime (#707): Contains a .NET for Apache Spark environment ready to use
* dev (#708): Contains the full .NET for Apache Spark source tree and the compiler tool-chain.
* interactive (#709): Allows to run .NET for Apache Spark in an interactive Jupyter notebook

Outstanding activities:

- [ ] Update references to Microsoft Container Registry once available
- [ ] Add README.md fo provide a generic overview of the images available and link to the more specific README.md files.
- [ ] Create a azure test pipeline for the different images
- [ ] Binder integration for the interactive image
