[FEATURE REQUEST]: Support for .Net 10 LTS

**New LTS release of .Net is available**
There is a new LTS version of .Net available - 10.
I can't think of anything that would demonstrate the vitality of this project than putting this on the roadmap.

**Challenges**
Make sure that .net 10 is compatible with hosting environments, especially on Databricks and EMR. I don't think it makes sense to have a new version of the project that can't run on a common spark hosting platform.

**Additional context**
I wasn't able to find a feature request for .Net 10 in the list so I added this. If it is a duplicate please delete it.

... For my own purpose I'm NOT waiting on this at the moment. But I might be in the next year. We are still running Spark 3.4 on Databricks with .Net core 8.0 using a custom fork of the project. Once I transition back to this project, it will be nice if .Net 10 is available as a selection.
