SourceLink global tool - need docs and move sources to this repo?

I don't see docs for the SourceLink global tool and it appears that the source is still at https://github.com/ctaggart/SourceLink/tree/master/dotnet-sourcelink

Would be nice to add a paragraph or two about the global tool on the sourcelink readme.md, and possibly move the sources to this repo as well? Including the infrastructure to publish the NuGet package.
