Repo drop down has entries that do not show up in solution explorer when selected

The drop down box at the top of the solution explorer lists more repositories than seem to be available. Selecting any repository from the drop down, that does not already appear when "All Repos" is selected, only shows "dotnet/dotnet" in the tree view of the explorer with nothing beneath it.

For example, selecting `dotnet/arcade` from this list:

As said above, this seems to happen for all repos that are not already "visible" when "All Repos" is selected.

Reproduce the issue in the solution explorer by selecting dotnet/arcade or another repository absent from All Repos, then trace how the dropdown selection populates the tree view. Done means every repository offered by the dropdown displays its expected contents beneath the selected repository.
