Remove tasks/targets duplicated in arcade?

Description
There appear to be some number of tasks (e.g. WriteOutputProps and WriteUsageData) that exist in both arcade as well as installer/VMR root content. As far as I can tell, these tasks are only used from the VMR root content side.
We should remove the duplication to reduce confusion.
