Allow supplying tarball to --with-packages and --with-sdk

Currently these arguments need to be extracted directories of the previously-source-built and SDK tarballs. We should be able to test whether the argument is a file or directory, and if it is a tarball, extract to a temp directory for use during the build.

Feature request - make it more convenient to supply the package tarballs to the `--with-X` arguments.
