Add the cross-platform correctness and performance matrix

Part of #48070. Add reusable behavioral and performance validation for clean, no-change, edit, revert, added/removed input, missing output, stale output, and interrupted-build scenarios across applicable Linux, Windows, macOS, cross-build, source-build, and installer configurations. Land the harness early and add platform coverage alongside each production slice.

**Dependencies:** The initial harness has none. Final acceptance and closure depend on #55867, #55868, #55869, #55870, #55871, #55872, #55873, #55874, and #55875.

Start with the parent issue #48070 and review the initial harness requirements; this issue names no files, tests, or entry points. Define coverage for the listed behavioral and performance scenarios across the applicable platform and build configurations, then add platform coverage alongside each production slice. Completion depends on issues #55867 through #55875 and their final acceptance.
