Description
Part of #48070. Make archive, Windows MSI/bundle, and macOS PKG/product-archive incrementality effective after their upstream layouts are stable. Complete existing input sets so every consumed layout, authoring file, executable, and generated manifest invalidates the correct output, and split work into platform-specific PRs.
**Depends on:** #55868, #55869, #55870, #55871, #55872, #55873, and #55874.

Research direction
Start by reading the upstream layout issues #55868 through #55874 and the parent issue #48070 to understand the platform-specific scope. Identify the existing input sets for archives, Windows MSI/bundles, and macOS PKG/product-archives, then verify that each consumed layout, authoring file, executable, and generated manifest invalidates its output. Done means the work is split into platform-specific pull requests and incrementality is effective after the upstream layouts stabilize.
