dotnetup: PowerShell profile may sync across machines

The PowerShell profile is in the documents folder which may be synced across machines via OneDrive. So setting dotnetup up on one machine may modify the profile to call dotnetup, which would fail to run on other machines.

We might want to change the profile section so that it checks for the existence of dotnetup first. I'm not sure if or how profile modifications usually handle this.
