Investigate LLM telemetry tagging to ensure it's accurate

We've seen a 3x increase in dotnet new usage in the past year (based on the history of our [CLI telemetry report](https://dotnet.microsoft.com/en-us/platform/telemetry)) but our LLM tagging doesn't indicate that it comes from LLMs. However, it was pretty stable over the prior years hovering around 2% and only increased in the past 9 months. That leads us to believe that this increase is from AI usage but our tagging is simply off.

Filing this issue to follow up on the tagging to determine if it's accurate.
