Breakpoint changes the control flow

### To Reproduce
**Confirm project is created with targeting to .NET 10!**
Minimal reproducer:
```cs
while (true)
if (!s_flag) // <-- set breakpoint here
{
Console.WriteLine($"s_flag = {s_flag}");
s_flag = true;
}

partial class Program
{
static bool s_flag = false;
}
```
Debug the project, click Continue > 1 time, console will show
```
s_flag = False
s_flag = True
s_flag = True
...
```
