`--tool-manifest` and `--create-manifest-if-needed` do not work together on `dotnet tool install`

### Describe the bug
If you use `--tool-manifest` and `--create-manifest-if-needed` together on `dotnet tool install`, and the referenced manifest doesn't exist, you get a "Cannot find a manifest file" error. This is unexpected to me since I specified `--create-manifest-if-needed`, so I expect the non existent manifest file to be created.

Alternatively, if create is not supported in this scenario, I'd expect an error to be thrown if `--create-manifest-if-needed` and `--tool-manifest` are used together
