Incremental build does not generate auto binding redirects

### Describe the bug
If i build my solution (.NET Framework 4.8 Desktop app) for the first time (or rebuild), binding redirects are automatically generated and placed in the app.config file (in accordance with https://learn.microsoft.com/en-us/dotnet/framework/configure-apps/how-to-enable-and-disable-automatic-binding-redirection). But if i run an incremental build next which skips all the library projects in the solution (which in turn are the source of the redirects), it just uses the app.config file defined in the main project without adding redirects. It seems to be an issue with incremental build.

I'm hoping this can be reproduced anywhere, if needed i can attempt to produce a minimal reproduction solution
