<Project>.modules.json is not created when using `--no-build`

### Describe the bug
There's a difference in handling of the .modules.json file creation if you use
```
dotnet publish -c Release
```
Project.modules.json will be created and put into wwwroot
```
dotnet build -c Release
dotnet publish -c Release --no-build
```
will not create the Project.modules.json file, but instead put the jsmodules.build.manifest.json into wwwroot.
### To Reproduce
Create Project.module.lib.js file in a AspNetCore project and run the latter commands.
