`dotnet pack` uses `Debug` configuration instead of `Release` when running on a solution filter file (`.slnf`)

### Describe the bug
Running `dotnet pack` in a folder containing a solution filter file (`.slnf`) runs the command with configuration set to `Debug` instead of `Release`.

This command switched to using `Release` by default starting in .NET8:

Running the exact same command in a folder containing a complete solution (`sln` or `slnx`), or a project (`csproj`), behaves as expected and uses the `Release` configuration instead.

3. Run `dotnet pack`
4. Notice the command is executed with `Debug` configuration instead of `Release`
