`dotnet format` on simple `dotnet new console` takes ~5 seconds

### Describe the bug
`dotnet format` on simple `dotnet new console` (2 files) takes ~5 seconds. That seems very slow, and as a comparison a build of the same project takes ~1.1 seconds. Adding a `.editorconfig` file with `dotnet new editorconfig` makes no noticeable difference either.

Using SDK 10.0.100-preview.6.25358.103

I have a fairly powerful PC
CPU: Ryzen 9 5900X stock speeds
SSD: 1,8 TB with high read/write speeds
RAM: 32 GB high frequency low CAS
AV: Microsoft Defender (no specific exception for the folder)

i.e `dotnet format` is slow
