Fix failing tests on MacOS ARM64

Description
We had issues where MacOS ARM64 test runs were timing out, so for a while (~6 months) we had them disabled. The timeouts seem like they have been fixed 🤞, but now there are a variety of tests that fail on that platform.
I will disable those tests on MacOS against this bug to get clean test runs again. Then we should go back and fix those tests.
