dotnet tool update did not install the latest version

### Describe the bug

`dotnet tool update` command did not update the latest version, and it returned a message `Tool 'dotnet-execute' is already installed`, maybe a bug in .NET 9 preview 7, not seen it before


while there's a new version should be updated


### To Reproduce

Just try to update a dotnet tool with `dotnet tool update` command with .NET 9 preview 7 SDK installed

### Exceptions (if any)

The tool did not be updated
