Labeler Bot labels zero-diff PRs as area-Infrastructure

CCA always opens a zero-diff draft PR when it is assigned an issue. Commonly, the labeler bot labels such PRs as area-Infrastructure. As a result, the infra folks (including myself) get pinged on a bunch of non-infra PRs and our notifications get extra-clogged up.
