[iOS][testing] Run runtime and libraries tests on pre-release macOS and iOS 27

Description
We should validate core functionality on macOS and iOS (tvOS) 27 before .NET 11 release. We can leverage the iphone and appletv scouting queues and run one of tests across the full apple-mobile portion of `runtime-extra-platforms`. Per https://www.apple.com/os/macos/, the macOS 27 is only going to be available for Apple sillicon machines so we can reduce the testing matrix by removing x64 configs.
