Description

In Roslyn official builds, we should create only `-vs` suffixed packages. These will only be used to insert into VS. The VMR will produce our real packages that other components consume.

Research direction

Start by tracing the Roslyn official-build packaging configuration and its handoff to the VMR; verify which packages are emitted for Visual Studio insertion versus downstream consumption. Done means official builds emit only -vs suffixed packages while the VMR remains responsible for the real packages.
