[RIT] Allow a stable branch name to be specified or computed.

Description
Currently the branch created for an insertion has a timestamp appended to it. Allow this value to be fixed with something like `/newbranchname=fixed-value` and also allow it to be a stable computation such as `/newbranchname=auto` yielding `dev/vslsnap/insertions/Roslyn-dev16.0.x-vs-deps-into-d16.0stg`.
