Improve IPA - Display the list of projects targeting the missing runtime.

This is part of the feature "Missing Runtime".

When the there is a solution with lots of projects, and the Yellow Bar is displayed in the solution explorer, the user might want to know which projects are targeting the missing runtime.

This can help the user to detect either do some investigation, or upgrade the runtime to those specific projects to avoid targeting an old version.
