"Install other frameworks" should launch VS installer, not a web page

Description
The _Application_ page of the Project Properties UI has a hyperlink with text "Install other frameworks".
Clicking this currently launches a browser.
It should, instead, launch the VS installer. Ideally the VS installer would appear with some filter/view relevant to available frameworks.
