Updated to 15.9p6, now VS prompts to upgrade many projects

Looks to eb the same as https://github.com/dotnet/roslyn/issues/31053

I allowed the upgrade, and my projects are now full of changes like:

Unfortunately, all my projects do not load anymore either:
