Add VSI test for configuration and platform changes

Need to add a VSI test once #1771 is completed that does the following scenarios:

- Add a new configuration and build
- Rename an existing configuration and build
- Remove an existing configuration and build
- Add a new platform and build
- Remove an existing configuration and build

The rename scenario may have to be done as a separate task as there's no built in test support for rename and given that the VSI tests need to be rewritten to use the new framework sooner than later adding rename support now would be throw away work.
