Reenable blazor_scenarios in runtime runs

We are hitting this issue when running our blazor_scenarios sdk jobs in the dotnet-runtime-perf pipeline: https://github.com/dotnet/aspnetcore/issues/64450. With an issue tracking this, its consistent failure, and it being one of two final failing jobs, I have disabled this test in this PR: https://github.com/dotnet/performance/pull/5058. The purpose of this issue is to ensure we check back in to reenable these tests once the issue is fixed.
