Description
No benchmarks exist for WinHttpHandler.
1. Need to add a basic set of benchmarks for WinHttpHandler that's equivalent to the existing benchmark for SocketsHttpHandler
2. Need to scope to just Windows, as WinHttpHandler is a Windows-only component.
I've opened a simple PR to add the above.
