Some AllTestHistory tests are not updated with tests from the same runs.

Some AllTestHistory tests are older than they should be. For example, the System.Collections.ContainsKeyTrue.ImmutableSortedDictionary(Size: 512) test report was up to date here https://github.com/dotnet/perf-autofiling-issues/issues/13772 while the alltesthistory is multiple days old. (Link to alltesthistory available on the issue). This discrepancy is also showing up in the blob storage with the version being updated on the 9th while the was last modified on the 3rd.
