PGO labels missing sometimes in auto-perf issues

We have started seeing a new label "PGO" to the issues filed under https://github.com/dotnet/perf-autofiling-issues/issues if the change contains a PGO update. In this week's issues, we didn't see the label although we saw some issues that were PGO related. Opening this issue just to make sure that there is nothing in automated pipeline that doesn't pick up the "PGO" label component.
