Create product automation readiness criteria

During .NET6 perf scenario automation, due the product was churning a lot and some functionalities needed by automation was not in place, the perf automation works was quite expensive and the cost was not predictable. We want to learn from the past experience, defined the criteria when product is ready for automation, and work with product teams to be on the same page.
