Description
#8012 changed the incrementality model of `GenerateBindingRedirects` in such a way that it introduced [AB#1875355](https://devdiv.visualstudio.com/0bdbc590-a062-4c3f-b0f6-9383f67865ee/_workitems/edit/1875355) / https://developercommunity.visualstudio.com/t/Visual-studio-overwrites-config-file-wit/10449324.
We should figure out a path forward -- maybe don't have inputs/outputs at the target level and let the task's incrementality handle it always?
