### Issue Description
The error when attempting to run build.cmd from a freshly-downloaded and extracted zip of msbuild is confusing.
### Expected Behavior
Tell me to download VS.
### Actual Behavior
`Exception calling "Start" with "0" argument(s): "The system cannot find the file specified"`
